Generally, 2 - 3% of grocery store coupons are redeemed. A respectable response rate, but I bet it's the same people who regularly redeem most coupons.
How do you use coupons to get new customers? Disguise them as money -- the coupons, not the customers, that is.
That's what the Canadian Tire Company did back in the 1950s and it resulted in the most successful loyalty program in Canadian history.
Instead of coupons, the Canadian Tire Company gave away 'Canadian Tire Money' that could only be spent at one of their stores. In other words, the phony money worked like
coupons but it was a lot more fun to use.
And it was better looking than coupons, don't you think?
